Selective Service Compliance
Newly hired faculty, staff and students cannot start work until they have satisfied the conditions of the below state law.
All males are required by law to register with the U.S. Selective Service within 30 days of their 18th birthday. This law applies regardless of whether the male is a citizen, a legal resident immigrant, or an illegal immigrant. Only international students on F-1 Visas and other foreign citizens who are non-residents while in the U.S. are exempt from this requirement. Any male who has not registered with Selective Service by his 26th birthday is ineligible to receive federal grants such as Pell Grants or federally subsidized loans such as Stafford Loans. Failure to register can also result in the loss of job training and federal job opportunities as well as the chance to obtain U.S. citizenship (for non-citizen males seeking citizenship). Late registrations are accepted but not after a male has reached age 26.
The Code of Virginia requires selective service compliance as a condition for employment within agencies of the Commonwealth. The maximum age for registration is 25, but there are procedures for males over the age of 25 to follow if they failed to register between the ages of 18 and 25, or were born between March 29, 1957 and December 31, 1959. The Selective Service website is www.sss.gov. The Code change applied to all candidates hired on or after July 1, 1999. Males born between March 29th 1957 to December 31, 1959 were not required to register, since registration was not in operation at the time they turned age 18. The requirement to register was reinstated in 1980 and applies to all males born on or after January 1, 1960.
Schools and departments must use the Selective Service Compliance form to capture information for male faculty and male students hired on or after July 1, 1999. The form must be sent to University Human Resources, Records Division, 914 Emmet Street or faxed to 982-2632.
Employees and applicants who respond "no" on the form must present verification from the Selective Service System to indicate the requirement is terminated or inactive before their employment can be continued or before they can be hired.
University Human Resources administers the process for students hired on the Classified Student Pay Plan. Schools and departments are responsible for completing this requirement for students hired under the Provost Pay Plan. The Office of Financial Aid for Students is responsible for completing this requirement for students hired under the Work Study Program.
