Revised Standards of Conduct Policy

Dear Colleagues:

The Governor of Virginia recently approved a revised Standards of Conduct Policy that applies to all state Classified staff, effective April 16, 2008. This policy governs all University staff as well, until the new HR system being developed through restructuring is complete and in use.

This is the first major revision to this policy since 1993. The policy begins with a new section that lists the minimum expectations for acceptable workplace conduct and performance. This revision represents a philosophical shift from only addressing “punishment” to one that first emphasizes positive behaviors. The commitment to progressive discipline and due process when employee conduct falls below those expectations remains the same. The revised policy does not change the underlying sanctions for various offenses but it does offer a new range of options for managers when dealing with repeat offenses.

In brief, the revised policy:
  • Clearly communicates employer expectations of good performance.
  • Defines how an employee can contribute to the agency’s mission.
  • Outlines the potential consequences of conduct or performance issues.
  • Provides definitions and outlines of “informal” and “progressive discipline”.
  • Provides a glossary of terms.
  • Improves options available to supervisors when addressing repeat offenses.
  • Establishes a uniform definition of “workday” to ensure fairness and equity when employees are suspended without pay.
