TO: University Vice Presidents, Deans and Directors

FROM: Susan A. Carkeek, Vice President, Human Resources

SUBJECT: New Office in HR: Compliance and Immigration Services

I am pleased to share with you some exciting news concerning the creation of a new department within University Human Resources (UHR) that brings together services previously provided by several different areas of the University. Michael Schwartz, formerly an assistant director here in Payroll, will take on the role of director for this department, named the Office of Compliance and Immigration Services (CIS). In addition to keeping abreast of regulatory and compliance developments impacting HR and the University, the new department will handle the following major areas of responsibility:
  • Providing Immigration Services (helping with nonimmigrant visas and permanent residency applications)
  • Employment Verification (I-9)
  • Foreign National Taxation
  • Employment Tax Issues
  • Legislative Analysis/Government Relations
  • Policies and Procedures related to HR and Immigration Issues
Working with Michael will be Immigration Compliance Officer Dahlia French, who joins HR from International Studies (where she was International Faculty Advisor), and HR professionals Susan Harris, Christine Langford, and Andy Meade.

The new organization allows us to better align the people and functions dealing with international and immigration employment issues (while continuing oversight of legislative updates and legal/policy compliance for HR). This is a great opportunity for us to streamline what has sometimes been a confusing process for you, our customers. I hope this will be particularly helpful for those of you bringing in new faculty and staff from other countries as the school year begins.

For more information about any or all of these areas, visit www.hrs.virginia.edu/cis.html or contact Michael by emailing mschwartz@Virginia.edu or calling 924-4379.
