Recent Changes to State Policies
We recently received notice that the State has revised four policies that affect classified staff employees. The revisions have minimal effect on the University’s existing practices. Worth noting is the name change of Policy 4.05 from Administrative Leave to Civil and Work-Related Leave, and the elimination of the use of that leave for traffic court appearances. Below you will find a summary of the policy changes. The revised policies are effective as of June 10, 2007 and are available on DHRM’s website at http://www.dhrm.virginia.gov/hrpolicy/policy.html.

Policy 2.20, Types of Employment
- Adds a note to the definition of “non-covered employee” indicating that salaried, non-faculty and wage employees (University Staff) subject to the Restructured Higher Education Act are non-covered employees
Policy 3.15, Overtime Leave
- Clarifies using and managing overtime leave balances. U.Va. is fully compliant; adds some flexibility for managers in scheduling overtime leave and paying down overtime leave balances.
Policy 4.25, Holidays
- Updates the legal holidays by adding “Yorktown Victory Day” with “Columbus Day,” observed the second Monday in October (U.Va. does not recognize this date as a holiday)
Policy 4.05, Civil and Work-Related Leave
- Changes the title of Administrative Leave to Civil and Work-related Leave
- No longer permitted to use this leave for appearance at traffic court
- Limits paid leave for other court appearances
- Institutes limits on number of visits to the State Career Center to two per year
