Memorandum: November 25, 2006 Salary Increase for Classified and University Staff Employees in the University Academic Division and UVa's College at Wise

SUBJECT: November 25, 2006 Salary Increase for Classified and University Staff Employees in the University Academic Division and UVa’s College at Wise

In anticipation of receiving the official notification from the Commonwealth of Virginia’s Department of Human Resource Management (DHRM) regarding the upcoming salary increase and pay structure adjustments, the following information is provided for planning purposes. Final information will be communicated upon receipt of official notification.

The Governor and General Assembly have provided a pay increase for fiscal year 2006-07 that includes a salaried employee performance increase of 4.0%. There will also be an adjustment to classified pay bands and a pay increase for certain probationary employees, as described below. The University is also providing information below regarding the change in UVa's minimum hiring rate.

These pay increases apply to the University’s academic division, UVa’s College at Wise, and the Southwest Virginia Higher Education Center except as noted below. The Medical Center (Agency 209) will announce its salary program for 2007 as usual in December.

Adjustment to Classified Pay Bands:

The Governor and General Assembly have approved a 4.0% adjustment of the state salary structure, effective November 25, 2006. Pay Band minimums and maximums will be increased by 4.0% on that date. This adjustment to the pay bands will not change the salaries of employees. The University Human Resources department will post the new salary structure on its website as soon as it is official.

Classified and University Staff Salaried Employee Performance Increase
of 4.0%


Effective November 25, 2006, it is anticipated that all non-probationary full-time and part-time classified and University Staff salaried employees will receive a 4.0% performance (merit) increase for receiving a rating of “Contributor” or “Extraordinary Contributor” for performance during the performance cycle ending October 24, 2006. Employees rated "Below Contributor" will not receive the performance increase. If a performance evaluation is not received in University Human Resources by October 13, 2006, the employee will not be eligible for a performance increase.

In some cases, not receiving a performance increase places an employee’s salary below the new minimum of the employee’s respective Pay Band (See section Adjustment to Classified Pay Bands above). The salary will remain below the minimum until the employee is eligible to receive additional increases through In-Band Adjustments, other pay practices, or future performance increases.

Where the new salaries exceed the revised pay band maximums, the amounts above the maximums will be paid as one-time, lump-sum payments, as in past years.

Performance Increase for Probationary Employees (those with less than one year of service):

It is anticipated that Classified and University Staff full-time and part-time salaried employees hired between October 25, 2005 and July 24, 2006 will be eligible for a probationary pay increase of 4.0% provided the employee receives a performance evaluation rating of “Contributor” or “Extraordinary Contributor.” Employees rated "Below Contributor" will not receive the performance increase. If a performance evaluation is not received in University Human Resources by October 13, 2006, the employee will not be eligible for a performance increase. University Staff salaried employees hired between July 25, 2006 and October 24, 2006, will not be eligible for the 4.0% performance increase.

Classified and University Staff Temporary Hourly/Wage Employees (excluding Students)

Schools and departments will have the discretion to provide pay increases to hourly employees effective November 25, 2006 for the biweekly payroll period of November 22, 2006 through December 5, 2006. Hourly rates may be increased by up to 4.0%. No central budget is being provided for wage (hourly) pay increases.

New UVa Minimum Hiring Rate

Effective December 20, 2006, for the academic division (Agency 207), the University will increase the minimum hiring rate for Classified and University Staff salaried or wage employees (including UVaTEMPS) by 4.0%, from $19,490 ($9.37 per hour) to $20,270 ($9.75 per hour). Any Classified or University Staff salaried or wage employee whose salary or wage falls below $20,270 ($9.75 per hour), will have his or her base salary or hourly wage adjusted to the new minimum hiring rate effective December 20, 2006. However, a Classified or University Staff salaried or wage employee who is rated “Below Contributor” on the most recent performance evaluation and whose salary falls below the new minimum hiring rate is not eligible to be raised to the new minimum hiring rate. Her/his salary will remain below the minimum hiring rate until the employee is eligible to receive additional increases consistent with a performance evaluation rating of at least “Contributor.”

The Medical Center will also be increasing its minimum hiring rate to $9.75 per hour to be effective along with annual performance-based increases in January, 2007. The new minimum hiring rate does not apply to UVa’s College at Wise or to the Southwest Virginia Higher Education Center.

General Information and Contacts

As a reminder, completed Employee Work Profiles (performance evaluations) for Classified and University Staff salaried employees must be submitted to University Human Resources by Friday, October 13, 2006 (see 2006 Performance Evaluation memo at http://www.hrs.virginia.edu/mgrmemos/ewp06.html ). A performance evaluation must be received in order for an employee to be eligible for a performance increase.
