DATE: November 3, 2006
TO: Vice Presidents, Deans, Department Heads, and Other Administrative Officers
FROM: Susan Carkeek, Chief Human Resources Officer
SUBJECT: University Academic Division Additional Holiday Time for Classified Staff, University Staff, and Research Assistants

It’s good fortune that my first memorandum to the University community is such a positive announcement. As you may be aware, Governor Kaine has granted additional holiday time for State employees. This announcement provides updated information on the official recognized holidays the University will observe in celebration of Thanksgiving, Christmas and New Year’s.

The original holiday schedule for the remainder of the calendar year is as follows:

Thursday, November 23, 2006 Thanksgiving
Friday, November 24, 2006 Day after Thanksgiving
Friday, December 22, 2006 Christmas Eve (observed)
Monday, December 25, 2006 Christmas Day
Tuesday, December 26, 2006 Day after Christmas
Friday, December 29, 2006 New Year's Eve Day (observed)
Monday, January 1, 2007 New Year's Day

In addition, academic division employees will receive the additional 24 hours granted by the Governor as compensatory special leave (float time). With the additional time, both the State and the University will observe the same number of days off; although the University will utilize a different schedule.

This additional holiday time will be credited to Classified staff, University staff, and Research Assistants compensatory special leave balances on the dates designated by the Governor (November 22, December 22, December 26, 2006 and January 2, 2007) and must be used within 12 months of the date earned. Hours for part-time qualifying employees will be pro-rated. Following are the dates the time will be credited to balances:

Hours Credited Date Credited to Leave Balances
4 hours comp special November 22, 2006
4 hours comp special December 22, 2006
8 hours comp special December 26, 2006
8 hours comp special January 2, 2007

For twelve-month faculty, the additional 24 hours of leave should be worked out with individual managers, and must be used by the end of the fiscal year (June 30, 2007.) (Reference: http://www.virginia.edu/provost/docs_policies/leaves.html )

Managers are encouraged to adopt a liberal annual leave policy during this period to accommodate employee requests, so long as essential services continue to be provided.
