Michael Schwartz is Director of CIS at the University of Virginia, where he oversees the human resources compliance program, including immigration, foreign national tax, employment authorization (I-9), legislative analysis, policies and procedures, and record retention. Michael also serves on the University Policy Review Committee.
Schwartz’s background in higher education administration includes seven years at the University of Virginia: he served as Assistant Director of Payroll for five years and Foreign National Tax Manager for two years.
Prior to his career in higher education, Michael held positions as Vice President of Publishing, Editor-in-Chief, and Director of Strategy and Development for Butterworth and Lexis Law Publishing. He served on the American Association of Law Librarians Neutral Citation Task force, and the Board of Directors of Butterworth of Puerto Rico, Inc.
Michael received a law degree from the University of Maryland, a master’s degree in anthropology from the University of Virginia, and an undergraduate degree in political science and history from Gettysburg College.
In addition to his management experience with Butterworth, a leading worldwide publishing group headquartered in London, Michael’s international experience also includes fieldwork in Allahabad, India, and study at Robert College, Istanbul, Turkey.
Dave Ripley

Dave Ripley will be responsible for policy development and will assist the Director of CIS with legislation analysis and compliance issues. Dave will also continue to be the liaison with the Department of Human Resource Management in Richmond.
Dave has been with University Human Resources since 1983. He has served as Director of Classification, Interim Director of Employee Relations, Director of Compensation Management, and as the Executive Assistant to the Vice President for Human Resources and Chief Human Resources Officer prior to joining the Compliance and Immigration Services team.
Prior to working at the University, Dave also worked in human resources at the University of North Carolina-Chapel Hill and the University of Illinois-Champaign-Urbana. Dave also served as the Director of Human Resources for the City of Urbana, Illinois. Dave has a master’s degree in Labor and Industrial Relations from the University of Illinois and an undergraduate degree in industrial psychology from Michigan State University.
Dave will continue his role as the University’s Conflict of Interests Coordinator. His primary assignment in his new role will be to develop the policies and procedures that result from the human resources component of the University’s Restructuring Initiative.
José L. Fleming
Immigration Compliance Officer

José Fleming serves as International Compliance Officer within the Compliance and Immigration Services Division. He comes to the University with many years of employment immigration experience, most recently as International Employment Coordinator at the University of Texas-Arlington. An attorney, he holds a B.B.A. degree in international business, an M.A. in international relations, and a J.D. all from St. Mary’s University, San Antonio, Texas. José is a native of Chiapas, Mexico.
As Immigration Compliance Officer, José is responsible for employment immigration matters impacting international faculty and scholars including nonimmigrant visas (H-1B, O-1, TN, and E-3), immigrant (permanent resident-green card) filings, and visas for foreign, short-term visitors (B-1, B-2). In addition, José assists in reviewing immigration-related legislation from the Virginia General Assembly and U.S. Congress, coordinates the development of internal policies and procedures, offers workshops and other outreach and training opportunities relating to immigration issues, and liaises with various government agencies on behalf of the University to ensure regulatory compliance.
Andrew L. Meade
Foreign National Tax Specialist

Andrew L. Meade was named the University’s first Foreign National Tax Specialist in 1993 and joined Compliance and Immigration Services in August 2007. Meade insures that foreign nationals paid by the University are taxed according to federal and state laws when they receive wages from payroll, when they receive honoraria and travel payments for speaking engagements, and when they receive fellowship, scholarship, or stipends payments. He helps all eligible foreign nationals to claim their tax treaty benefits under the United States Tax Treaties with the foreign national’s country of residence. Meade also remits all federal taxes collected from nonresident aliens to the IRS.
Prior to being named Foreign National Tax Specialist, Meade was the Assistant Bursar for Cashiering in the Bursar’s Office from 1982 until 1993. Before coming to work at the University, Meade was an Investment Officer at Jefferson National Bank in Charlottesville. Meade earned a BS in Economics from Virginia Commonwealth University in Richmond, Virginia.
Timothy J. White
Foreign National Tax Specialist

Tim White joined the CIS staff in January, 2008 after serving as Director of Operations for Mas Labor (Lovingston, Virginia) and running that firm’s visa procurement service under the H-2A temporary/seasonal worker program for five years. In his capacity as Foreign National Tax Specialist in CIS, Tim is responsible for working with departments and foreign visitors to ensure that the University complies with all applicable tax laws and regulations in making scholarship, wage and honorarium payments to foreign students, scholars and short-term visitors.
Utilizing his extensive experience in the immigration area, Tim will also assist in the preparation of employment immigration filings, and lend his expertise in I-9 compliance.
In addition to his years at Mas Labor, Tim has also worked for a variety of organizations associated with international issues such as The Land Mine Action Information Center at JMU, The Citizens Network for Foreign Affairs, and Volunteers in Overseas Cooperative Assistance. Tim earned his B.A. in English at the State University of New York at Genesco and his M.A. in International Development at The American University, Washington, D.C.
Christine R. Langford
I-9 Specialist

Christine Langford was named I-9 Specialist in August 2007. She is responsible for the accuracy and completion of I-9 forms, ensuring that all Department of Homeland Security compliance standards are met. In conjunction with these duties, Christine will also monitor I-9 information for all international employees at the University (those needing employment authorization or employment visas) to ensure that all such employees remain authorized to work at the University.
Christine began working at the University of Virginia Human Resources in October 1998. Prior to joining Compliance & Immigration Services, Christine served in the Employee Records Division where she was primarily responsible for I-9 forms, employment verifications and address changes. In addition, she assisted with general administrative duties (employment applications, processing criminal histories, completion of faculty postings and also assigning Oracle Responsibilities) as needed.
Currently enrolled at the University of Phoenix, Christine has received her Associate’s Degree in Business and is completing coursework for a baccalaureate degree in Business Communications & Business Management.
